Add Python 3 oriented PyPI support

The old PyPI Repository project is not really working anymore (rely on a dead API) and the way it register python packages would not work with GraalPy.

Since there are so many difference between that extension and how we need it to behave, I decided to start a fresh new one with a new id and version in the general python contrib project instead, so that it's much easier to maintain and to allow any breakage we want compared to the old one.
