Support recovering lost replicated data in instance restored from a backup

If an instance in which messages were applied is restored to a previous state, nothing will send back the more recent message because they have been "consumed".

To recover from this, we would need the instance to tell the others that it would need to get a complete a status refresh of everything that was sent to it after a given timestamp.
