Impossible to access standard replication administration when the controllers choice is empty

Since REPLICAT-116 there are used cases where you could have:

• no choice of controller
• but have a controller

Which mean the choice is fully dynamic, but the UI is still written with "the selected controller is one of the available choices" in mind.
