Add the concept of readonly replication in the backend

There is likely to be a use case to only replicate some pages in one direction. When this happens we'll likely need to set the remote copy as read only so that the page doesn't evolve independently.

Question: If the read only version is also on an instance acting as a relay, do all connected instances down the chain only get a read only copy also?
