Anchors are not different for two parts with the same name

When creating a document with parts (or subparts) of the same name, no check is done in order to ensure that each part (or subpart) has a unique anchor name.

Example :
Using this link, click on the "Miscellaneous" link which is under the "For admins" part in the document TOC ; you should arrive at the "Miscellaneous" section of the "For admin" part, but it’s not the case, you arrive in the "Miscellaneous" section of the "For users" part.
