Create a special category for [Issues specific to X version] + [Important bugs discovered since]

The objective is to be able to generate a changes report for "Issues specific to X version" that could help users decide if they want to upgrade.

For me, the backwards compatibility section should be separate since it's targeted towards developers. Instead, I want us to be able to generate a report targeted towards administrators.

For this, we should have a special object or a dedicated category where we could list the common "Issues specific to X version" + "Important bugs have been discovered since X version". Currently these 2 sections are separate in the Release Notes (1 at the bottom, the other at the top), but both help an Administrator decide which version to upgrade to. They should be together and also marked for 'Target Audience' as Admin.
