Provide a configuration option to strip leading quotes on system properties

When XWiki is deployed on Jetty containers, some double quotes can appear in system properties, which seem to be added by Jetty. There's no easy way to get rid of them, so the idea would be to provide a configuration option for the system properties updater that would sanitize properties (remove leading and last double quote) in case they appear.
