Actions box not shown on Task Manager App Page

This may be unique to me but on my docker installation of XWiki 13.3, when I install Task manager 2.5.1 on the base Wiki or the subwiki's and then access the application home page I do not see the normal applications action panel. 

I have attached some screenshots of what I expect to see on the Task Manager homepage (expected) and what I actually see (actually seen).

Im happy to accept that this may well be something wrong with my installation but does anyone have any suggestions about where I should start to debug this?

The extension appeared to install without errors.
