Tour popover is not keyboard accessible

    Description

      There is no way to operate the tour buttons with a keyboard.
      The buttons are not focusable. They are made from anchors without href, which are semantically just like regular text. This prevents even the most basic keyboard navigation.
      Focus can get out of the popup when it's visible, without closing it.

      This is a critical accessibility issue: at startup, most assistive technologies users will need help from someone external to get out of the tour :/
