Support http header decoding by use of URLDecoder class

To place non ASCII character in http header (e.g. user name) I try to encode it with uriEncode.

But then it needs to be decoded on Xwiki side. It is sad but I don't know Java at all.

So I hope somebody do it and world become little better.
