Prevent dynamic role evaluation when no related configuration is set

Code related to dynamic roles contains checks for preconditions that make the code fail, but these preconditions are not necessary when there are no dynamic role configuration fail.

To avoid these failures, we can skip code related the dynamic roles when there are none configured.
