Remove WikiManager java rights checking for the current user

    Description

      In order to allow regular users of the main wiki to create a new workspace, the WikiManager plugin needs to be modified in order to not check that the current user has admin rights.

      This is valid in general for the operations performed by the WikiManager: creation, deletion, editing of wikis.
