'Create new workspace' action displayed under the Add top menu

We need to extend the Add top menu and include a link to the 'Create new workspace' page.

We should also investigate the /create/ action and see if we could have an uniform presentation of the create new workspace process, compared to the create new page/space process.

The implementation could be made using a Skin bundled and registered in the workspace template to override some XWiki templates.
