Step to reproduce:

Use the xwiki-platform-distribution-jetty-hsqldb archive
Download the jdbc connector from https://jdbc.postgresql.org/download/postgresql-42.7.4.jar
Configure hibernate.cfg.xml to use postgresql database
Install the Wiki Initializer Application

Enable the Initializer with theses 2 lines in xwiki.properties

wikiInitializer.initializeMainWiki=true
wikiInitializer.initializeSubWikis=true

Restart XWiki and see that it fail to start.
