Remove the "Blog Categories" section from the global administration

    Description

      Changing blog categories is not an administrative task, since it can be done by anybody with edit rights on the Blog space. Plus, the ManageCategories page is linked from the Categories panel, and from the hierarchy (breadcrumbs) of all blog categories.
