Mandatory account validation does not work in private wikis

Because the registration page drops permissions, the guest user can't access any documents, so the content of the validation email is wrong (literal velocity code is printed instead of the validation URL). Thus, the validation is impossible.

Additionally, after the registration, the information message also contains unparsed velocity:
