Link missing under the photo when editing a user that is not the Admin

Steps to follow to reproduce:

• Hover over "XWiki"; click on "Administer Wiki"
• Click on "Users"
• Click "Add new user"
• Fill in the blanks and click "Save"
• Click on the pen to edit the Admin. Notice the Profile, Preferences and Watchlist links under the photo (UsersAdmin.png).
• Click on the New User. You are taken to the New User profile where you notice the Profile and Preferences categories on the left (ProfileNewUser.png)
• In the browser click "Back" to return to the Users page
• Click on the pen to edit the New User

Result: Only the Profile link is displayed under the Photo. The Preferences link is missing (UsersNewUser.png)
