    Description

      initial value of skin is set to XWiki.DefaultSkin (instead empty string) which full-s core xwiki API:
      when skin is not set for user, and xwiki.defaultskin is set in xwiki.cfg, than xwiki does not use xwiki.defaulskin (and failback to value of xwiki.defaultbaseskin instead)
