Change DiagramTranslations scope to WIKI, instead of ON_DEMAND

And also remove explicit calls for this page.
This issue was created mainly because the application's label from the applications panel is displaying the translation key, instead of the translation value, because DiagramTranslations document was called only on Diagram.WebHome.
