Flash Messages Application's recurrency not working

Prerequisites: The Flash Messages Application must be installed.

STEPS TO REPRODUCE

1. Create a new Flash Message entry and select a Start Date from the past with time (e.g. 22.07.2017 15.40)
2. Set the Repeat option to "Yes", Repeat Interval "Daily" and Repeat Frequency "1"
3. Choose a Group (e.g. XWikiAllGroup) and write a message text
4. Click "Save & View" and check on the next day (refresh the page) at or after the initially set time (e.g. 15.40)

EXPECTED RESULTS
The Flash Message Pop-up appears daily at the time when the event initially took place (after a page is loaded or refreshed in view mode).

ACTUAL RESULTS
The Flash Message Pop-up does not appear.
