Even though the mail server is configured accordingly, flagging a topic/answer/comment shows a 'Could not send mail to notify about flagged comment' warning

    Description

      Steps to reproduce:
      1. Flag a topic/ answer/ comments
      2. Select the reason and enter a note under Description
      3.Click Submit

      Notice the Warning message. Also, when a comment is deleted the e-mail is sent to that specific user.
