Can't add more than 1 Answer for a Topic

Steps to reproduce:

1. As a simple user or Admin create a new topic
2. Click on the "Add answer" button
3. Add an Answer
4. Click on the "Add answer" button to add a second answer, as the same user or a different one

Expected results: Can add more than 1 Answer.

Actual results: Can't add more than 1 Answer per Topic. Once the "Add answer" button is clicked the second time, nothing happens.
