Unregistered users should not be allowed to access OfficeImporter application

Currently an unregistered user can upload a file into OfficeImporter application. Even though the import operation fails, this is not nice and it can impose security issues. Ideally, an unregistered user shouldn't even know the existence of OfficeImporter.
