OfficeImporter menu item in 'Actions' menu is not displayed to users

    Description

      It seems like the 'Import Office Document' menu item is displayed to only those users who has delete rights on the current page. This should be changed such that users with view rights on OfficeImporter page should be able to see the menu item.
