Refine the creation and update notifications to followers

    Description

      The document notification are now sent on the creation of pages, but also when they are modified.

      Notifications are only sent on major update of the document, and only on not-hidden documents.

      Notifications are sent to the followers of the wiki and to followers of the users that did the document edit.

      These notifications can be deactivated from the configurations.

      The notifications from the users can also be deactivated from the configurations.
