Cannot receive notifications with XWiki 12.7 and pre-filtering enabled

XWiki 12.7 enabled by default the pre-filtering, it appears that the notifications are not received anymore when a page filter exists.
Reproduction steps:

• Install AP on a 12.7 instance with pre-filtering enabled (default)
• Create a user and login with it
• Create a page on the wiki (enable by default a filter on this page)
• Enable AP notification
• Send a follow request to the user from another instance (doesn't need to be 12.7 or even xwiki, could be mastodon for example)

Expected result:

• an AP notification is received

Obtained result:

• everything works well (we can see the user in the follower) but no notification is received
• if the filter is removed the notification are received.
