Inconsistent redirects in the Panel Wizard

The Panel Wizard behaves differently depending on whether forceLeftPanels / forceRightPanels parameters are present in the URL, on whether the Administration Application is installed, and on the viewed document. Some combinations of these factors result in invalid / not working URLs. Example: XE-317
