Spaces panel does not hide Blacklisted spaces, neither unreadable one

$blacklistedspace is not used by the spaces panel, it currently does not filter anything and just do a $xwiki.getSpaces(). I suggest that it should hide blacklisted space as well as those that are not readable by the user, like what is done in the navigation panel.
