Tag links generated on the dashboard and in the tags panel are wrong

    Description

      The bug comes from the cloud generated by XWiki.TagCloud, which builds links for tags that open a page for an empty tag instead of the selected tag.

      Regression introduced by the fix for XATAG-29.
