Character escaping failure for tags cloud

A few characters are not correctly displayed in the tags cloud with utf-8 encoding, but the tag is correctly displayed in the page and in the request link.

For example:

Tag a page with the following text:

öäüÖÄÜ1234567890ß´+#'*`?=)(/&%$§"!²³

{[]}~|<>^°

In the tags cloud the text is shown as:

öäü&Ouml;&Auml;&Uuml;1234567890ß´+#'*`?=)(/&%$§"!&sup2&sup3;{[]}
