Create a tags macro, to display the tag cloud

Implement the tag cloud in XWiki.TagCloud as a macro, to potentially replace all inclusions of this document.
This macro should have a scope parameter, to allow specifying whether the tags used are from the whole wiki or only one of its spaces.
This should be also implemented as a wiki macro, to allow being used as a gadget (in Main.Dashboard, among others).
