Major Description
It's most likely related to the velocity version upgrade in the platform, but specifying user rights is no longer working (in 3.0-snapshot) at subwiki creation time.
The problem lies in the WikiManager.CreateNewWiki getRequestList macro and it's usage. Doing something like:
#getRequestList($readeruserlist "readersusers")
without initializing $readeruserlist and expecting it to be initialized inside the macro was probably working with previous versions of velocity, but now it is not working anymore.
I don`t really know why it was working before (since the $readeruserlist is not initialized at all and the macro uses a local variable which it #sets).
