Mail isn't sent when a workflow is unpublished

    Description

      Steps to reproduce:

      1. Login with either a Contributor, a Moderator or a Validator
      2. Go to a published page
      3. Click Unpublish
      4. Click Unpublish again

      Expected results: when a published document is unpublished - mail is sent to validators

      Actual results: no mail is sent.
