Ensure consistency in Publication Workflow Config Template

In Publication Workflow Config Template, the groups displayed at the moment are inconsistent: Contributors, Moderators, Publishers are displayed with a capital letter and at plural, while the rest of the groups are displayed with lower case first letter and at singular: viewer, commenter.

They should be displayed also with capital letters and in plural form to ensure consistency.
