Publish draft WebPreferences only if it contains look and feel customization

In the current implementation, for a workflow whose scope includes children pages, the WebPreferences page of the draft root page is published even if it contains only Rights object. This page should be copied only if it contains look and feel customization, i.e. an XWikiPreferences object.
