Add option to skip draft rights update on workflow transitions

Use case: edit and view rights on drafts are managed at space or wiki level and it's unwanted that the workflow modifies the edit or view rights on the pages under workflow when changing transitions.

A new field skipDraftRights should be added to PublicationWorkflowConfigClass (set to false by default) and taken into account in the implementation of the transitions.
