Remove dependency on Maven from xwiki-commons-extension-api

    Description

      Extension Manager does not really need Maven so extension-api should reflect that. It was mostly lazyness but now that we start using extension-api in Maven plugins we need to make sure they don't conflict with the version of Maven used by the plugin.
