Allow forcing to generate a root XML element in the XML output filter stream

Sometimes the generated events don't really produce a valid XML because there is no mandatory top level event around the generate events. In that case it should be possible to force the XML output filter to produce a valid XML content (by adding a root XML element around all that to be safe).
