Make it easier to disable deprecated uses log

It's very common to want to disable deprecated use logs in production (many extensions don't have much other choice than to use APIs which are deprecated in more recent versions) and it's not easy right now (even disabling it just for Velocity is really more a hack than a real configuration). The idea is to introduce a generic API used by all modules which are doing this kind of logging and a configuration in xwiki.properties.
