The XIP Maven mojo should resolve each extension's dependency tree separately

Right now all the project's top level dependencies are in the same install plan so if they depend on different version of some extension only the most recent one will end up in the XIP. This means that depending in which order you then install those extension you might end up with missing dependencies.
