xwiki-commons-xml cannot be used anymore without adding a custom repository in the settings.xml

XCOMMONS-2025 introduced a new dependency on io.sf.carte:xml-dtd which is not available on Maven Central.

Seems to be published only on https://css4j.github.io/maven/.
