The current ScriptContext should allow GLOBAL scope attribute by default

Right now setting GLOBAL scope attribute just do nothing which is quite a WTF given that the way XWiki work with ScriptContext binding setting GLOBAL scope is actually what makes the most sense (officially ENGINE scope is supposed to be dedicated to a specific script engine which is really not what we do).
