Optional dependencies should not be "restored" during an upgrade

Optional dependencies are installed by default, but it's possible to uninstall them.

Unfortunately, when you upgrade an extension, all the missing optional dependencies will be installed. While it makes sense for new dependencies, it's annoying for dependencies which were in the previous version already (and that you uninstalled on purpose, usually).
