Upgrade to Apache commons-codec 1.7

Fixed Bugs:

o CODEC-138:  Complete FilterInputStream interface for BaseNCodecInputStream.
o CODEC-136:  Use Charset objects when possible, create Charsets for required character encodings.

Changes:
