Upgrade to Protobuf Java 4.26.0

See https://github.com/protocolbuffers/protobuf/releases/tag/v26.0.

This version includes some breaking changes, but we don't use it directly, so there might be problems with our dependencies who do: closure-compiler and especially less4j (which is long dead and already depends on a very old version of protobuf...).
