Allow executing several jobs at the same time in DefaultJobManager

As a first version mainly targeting Extension Manager use case all the jobs are executed one by one in the same thread but as we want to start using jobs is other module we need the job manager to support a pool of threads and introduce the concept of job group for jobs that can't be executed at the same time.
