When running inside of IntelliJ IDEA disable the components.txt check

There's a problem running this Processor inside IntelliJ IDEA, see https://youtrack.jetbrains.com/issue/IDEA-133120

In order to make it simpler to build with IDEA, and to prevent the user to have to disable Annotation Processing, we disable the check automatically inside IDEA for the moment.
