Automatically try to install a dependency on root when it's not allowed on target namespace

We can now indicate that an extension is only allowed on root (usually JAR extensions) and those extension might be dependencies of extension that are allowed anywhere (like the UI of the JAR extension). Right now such a use case force to install the JAR extension on root explicitly and then install the XAR extension on the wiki you want.
