Provide a Maven settings file specific to xwiki-commons

xwiki-commons should never depend on anything else than Maven Central artifacts (and other xwiki-commons artifacts internally of course). A good way to make sure it's really the case is to build with only Maven Central instead of XWiki nexus public repo (it also reduce the pressure a bit on XWiki nexus server).
