Display the preparation hint only in view mode and when the meeting's status is In preparation

Steps to reproduce:

1. Create a meeting
2. Create a poll for that meeting

As you can see, "This xpoll is currently in preparation, click "edit" to modify it and activate it." hint is only in edit mode.
